2025 Subsidy Program for Economically Disadvantaged Families
The Taipei Tsai Hsueh-Ni Charity Foundation aims to support low-income and middle-low-income households with elderly or ill family members requiring care, as well as those interested in pursuing home caregiving work. By offering public learning opportunities through professional courses, we seek to enhance caregivers' knowledge and skills, thereby improving the quality of care and contributing to social welfare and public good.

1. Eligibility Requirements (Must Meet at Least One of the Following Criteria)

(1)Low-Income or Middle-Low-Income Conditions:
  • Applicants must meet the income criteria for "low-income households" or "middle-low-income households" and provide valid proof of eligibility.
(2)Household Income Conditions:
  • "Near-poverty households" and "marginal households" whose economic conditions do not yet qualify for middle-low-income or low-income status but are in long-term economic hardship.
(3)Family Caregivers in Need:
  • The caregiver and the care recipient must be registered and reside in the same county/city.
  • The care recipient must not be institutionalized, receiving home care services, hiring a caregiver, or receiving government daycare subsidies.
  • The caregiver must be the spouse or a direct relative (within two degrees of kinship), including married daughters or sons-in-law, whose caregiving responsibilities prevent them from working.
  • The caregiver must not be employed full-time, must work no more than 4 hours per day, and must provide at least 8 hours of care daily (excluding nighttime sleep).

2. Application Process

(1)Fill Out the Registration Form:
  • ‧Applicants must complete an online registration form and provide personal information.
  • Applicants must upload qualifying documents, including proof of low or middle-low income status, household registration, disability certificate, medical diagnosis, or certification from social welfare organizations (see Section V for required documents).
(2)Document Review:
  • All application materials must be submitted in full. Incomplete applications will not be considered for subsidies.

3. Subsidy Quota Description

(1)Subsidy Quota:
  • Each course provides subsidies for the first 10 applicants. Applications will close once the quota is full.
  • Enrollment is on a first-come, first-served basis. Once the quota is filled, no further applications will be accepted.
  • A total of 200 economically disadvantaged students will be subsidized in 2025. Once this quota is reached, no further subsidies will be granted.
(2)Waitlist Quota:
  • Applicants will be placed on a waitlist in order of registration. If a participant forfeits their slot, the 11th to 13th applicants on the waitlist will be notified for replacement.
  • Applicants who are not selected will not receive further notification.
(3)Admission Notification:
  • Accepted applicants will receive email notifications.
  • The Foundation will also provide enrollment information to the course organizer, Chuan Jia Bao (CJB) Heirloom Caretakers Education and Training International Ltd.

4. Subsidy Details

(1)Subsidy Recipients:
  • Economically disadvantaged families, specifically low-income and middle-low-income households with elderly or ill family members in need of care.
(2)Subsidy Priority:

If the number of applicants for a single course exceeds the available spots, priority will be given in the following order:

  • Middle-low-income or low-income households with household registration in Taipei City.
  • Near-poverty or marginal households with household registration in Taipei City.
  • Middle-low-income or low-income households with household registration outside Taipei City.
  • Near-poverty or marginal households with household registration outside Taipei City.
  • Applicants who can provide proof that their family member requires caregiving.
(3)Subsidy Coverage:
  • Each student may apply for subsidies for up to three courses per year, with coverage based on course type.

5. Required Documentation

(1)Proof of Low-Income or Middle-Low-Income Status:
  • Official documentation proving low-income or middle-low-income household status.
(2)Village Chief or Foundation Certification:
  • A certificate of economic hardship issued by the village chief for near-poverty or marginal households.
(3)Family Caregiving Proof – Required Documentation for Caregivers and Care Recipients:
  • For dementia patients aged 50 and above: A medical diagnosis certificate or dementia certification issued by a medical institution.
  • For elderly individuals aged 65 and above: Household registration transcript or copy of National Health Insurance card.
  • For Indigenous individuals aged 55 and above: Household registration transcript.
  • For individuals with disabilities: Disability certificate.
  • Proof of caregiver and care recipient relationship: Household registration transcript or other relationship verification documents.
  • Affidavit: Must be completed (please download the file).

6. Important Notes

(1)Application Restrictions:
  • Each applicant may register for up to three courses. While multiple courses can be applied for simultaneously, each must be processed separately.
(2)Course Absences:
  • If unable to attend a registered course, the participant must notify the Foundation at least one week before the course begins.
  • If a participant receives a subsidy but does not attend the course or is absent without valid reason, they will lose eligibility for future subsidies.
(3)Other Conditions:
  • The Foundation reserves the right to interpret and make final decisions regarding subsidy eligibility based on course arrangements.
  • Recipients of the subsidy must comply with the regulations of the course organizer. Any violations or misconduct may result in the cancellation of subsidy eligibility.
